The remaining reserves are held in USD fiat or high-quality stablecoins like USDC, ensuring immediate redemption liquidity. This diversified and robust backing strategy aims to provide a reliable and transparent peg to the U.S. dollar.
USDtb is issued by Pallas (BVI) Ltd., an entity overseen by an independent director. Ethena Labs developed USDtb. The project benefits from strategic partnerships, including Securitize for BUIDL tokenization and Anchorage Digital Bank for U.S. issuance (starting mid-October 2025). Additionally, it collaborates with various reputable custodians such as Copper and Zodia, ensuring secure asset management and robust operational frameworks.
USDtb offers diverse use cases as a digital dollar, facilitating seamless cross-border payments, efficient trading, and secure value storage. Within decentralized finance (DeFi), it can serve as collateral or a stable base asset. It acts as a crucial bridge between traditional financial markets and the burgeoning crypto space. Minting new USDtb tokens requires verified users to deposit an equivalent value in approved assets, ensuring each USDtb is fully collateralized. Users must undergo rigorous Know Your Customer (KYC) and Anti-Money Laundering (AML) checks to access these functions, which are designed to maintain the integrity and compliance of the stablecoin's supply.

BlackRock filed a comment letter Friday urging the OCC to scale back several proposed reserve asset restrictions in its draft rules implementing the GENIUS Act.The world’s largest asset manager opposed a potential 20% cap on tokenized reserve assets, a constraint that would limit products like its BUIDL fund, which backs more than 90% of Ethena’s USDtb and Jupiter’s JupUSD.BlackRock also asked the agency to confirm that Treasury ETFs qualify as reserves and to add two-year Treasury floating-rate notes to the eligible asset list.
