France believes that building euro-pegged stablecoins would help combat the dominance of dollar-based stablecoins in digital finance.French Minister of Finance Eric Lombard has publicly declared that developing euro-pegged stablecoins is key to Europe's financial sovereignty, arguing that as long as the euro is not on equal footing with dollars, it will never be like-to-like with dollars when it comes to digital finance. Lombard's view is also more assertive than that of most European government officials. While the EU has been working for years on a regulatory framework for cryptocurrency — the MiCA legislation being the main piece — the European government has primarily focused on consumer protection and oversight. Lombard is taking a different position from other European government officials in stating that Europe needs to create an alternative to the dollar, rather than just creating regulations for the euro.<h2>Why Dollar Stablecoins Are the Problem</h2>This issue is significant because of the amount of money tied up in the two biggest stablecoins in the world, Tether and USD Coin.Tether and USDC controlled over 80% of global stablecoin value by market cap as of October 2025. They both have a peg to the US dollar. When users access stablecoins for use in transactions, whether for cross-border payments, savings, or trading, outside of the United States, the vast majority of them are using dollar-denominated instruments. Very few people use euro-denominated coins in these scenarios. This is important for reasons that go beyond just symbolism. Stablecoins serve both to hold and to transfer value. Every time a transaction is processed using a US dollar stablecoin, it reinforces the existing US dollar infrastructure, the existing demand for US dollars, and the existing strength of US dollars relative to other currencies. The Federal Reserve does not need to take any further steps to see this happen repeatedly; dollar-dominated stablecoins are already being used by highly motivated customers, so the industry has already made this determination. From the view of individuals in France and increasingly in Brussels, this represents an ongoing problem that will continue to decrease in reversibility over time. If companies and other stakeholders begin to standardize their digital payment methods on US dollar-denominated stablecoins, the role of the euro will continue to decline globally not due to any intentional change in euro-related policy, but as an accident of continuing standard global trade flows.<h2>What Lombard Is Actually Proposing</h2>Minister of Finance has yet to advertise a detailed plan. Rather, he has confirmed his government's political support for euro-pegged stablecoins created within a MiCA (Market in Crypto-Assets) regulatory scheme. This means that the requested euro-pegged stablecoins would be created and distributed by recognized companies in the EU, will be fully collateralized by euros on deposit with the ECB, and will be supervised by the ECB. That's important because he is definitely not suggesting that the government issue any type of token, which is part of the Digital Euro initiative being undertaken separately and at a lesser rate by the European Central Bank. The stablecoins he referenced are, in fact, coming from private companies operating through the use of the euro under the authority of European law. <a href="https://www.esma.europa.eu/esmas-activities/digital-finance-and-innovation/markets-crypto-assets-regulation-mica" rel="noopener noreferrer" target="_blank">MiCA entered into force</a> in June 2023 European Securities and Markets Authority and already provides a road map for how to do this. MiCA defines a new asset class, known as e-money tokens — what we refer to as stablecoins — which are, simply put, fiat currency-based stablecoins. An e-money token can be issued by any business or individual that has an e-money license issued by an EU member state.<a href="https://hacken.io/discover/mica-regulation/" rel="noopener noreferrer" target="_blank"> </a>Therefore, there is already a clear legal framework for the issuance and redemption of euro-pegged stablecoins. What has yet to happen is the launch of a euro-pegged stablecoin that has achieved a substantial acceptance level in the marketplace. The current<a href="https://www.theblock.co/post/397902/french-minister-urges-banks-to-expand-euro-stablecoins-tokenized-deposits-report" rel="noopener noreferrer" target="_blank"> </a>euro-pegged stablecoin market remains narrow, compared to a USD-pegged market exceeding $300 billion.Minister Lombard appears to be advocating that France be the country that leads in bringing this idea to fruition.<h2>The Adoption Problem</h2>Creating a euro stablecoin is comparatively simple; however, convincing people to actually use it should be the primary focus, and nothing during this conversation conveys that this problem has been resolved. Dollar stablecoins have created network effects and created a long list of obstacles to displacement. With dollar stablecoins, they are everywhere and deeply embedded in the fabric of just about every major exchange, nearly every important DeFi protocol, and the majority of cross-border payment networks. For a euro stablecoin to enter this environment, it has to start from zero. It has to build liquidity, have exchange listings, gain acceptance from merchants, and earn the trust of users; all of these things take time to develop and require strong commercial interest from the private sector to encourage adoption. There is also an important yield issue. Dollar stablecoins have had the benefit of relatively high interest rates in the US, which has allowed dollar stablecoin issuers to back them with T-bills, and make money.<a href="https://www.coindesk.com/markets/2025/03/10/stablecoin-market-cap-tops-usd200b-as-u-s-sees-industry-helping-maintain-dollar-dominance" rel="noopener noreferrer" target="_blank"> </a>Tether is already one of the largest holders of three-month US Treasuries. Euro interest rates have, historically, behaved somewhat differently than their US counterparts, which impacts the economics of issuing euro stablecoins and what issuers can provide to users. None of the issues above are insurmountable, but there is no amount of political will that will eliminate or reduce any of these hurdles.<h2>What Changes If This Goes Somewhere</h2>A credible euro stablecoin — one with real liquidity and institutional backing — would change how European businesses think about crypto settlement. Right now, a German company using stablecoins for cross-border trade is almost certainly using dollar instruments, which means taking on currency exposure or converting constantly. A liquid euro stablecoin removes that friction. It would also give European regulators more leverage in international crypto policy conversations. Right now, the dollar's stablecoin dominance means US regulatory decisions shape global crypto markets by default. A strong euro alternative would complicate that. Lombard's backing is a start. Whether French and European financial institutions actually move to build and support a euro stablecoin at scale is still open. The political signal is there. The commercial infrastructure isn't yet. <a href="https://coinmarketcap.com/academy/article/euro-stablecoin-market-cap-doubles-after-mica-rollout" rel="noopener noreferrer" target="_blank">Euro stablecoin market cap</a> doubled following MiCA's rollout, reaching around $680 million by late 2025 — but that remains a tiny fraction of the $300 billion held in dollar-pegged tokens.<a href="https://coinmarketcap.com/academy/article/euro-stablecoin-market-cap-doubles-after-mica-rollout" rel="noopener noreferrer" target="_blank"> </a>Europe has built the regulatory runway. Now it needs someone to take off.
