Since permissionless and decentralized networks do not have a way to receive exemptions like other companies would do, they have to find other means of getting protection that are available to them. Should the SEC continue to utilize the "case by case" exemption method, actual open systems will be frozen out.What Coin Center is attempting to accomplish with their request to have a formal safe harbor rule developed is to allow them to operate in a decentralized project and use the safe harbor rule without having to beg for a special exemption to do so.<h2>Broader Push: Embed Compliance in Blockchain Itself</h2>Tokenized securities have potential to eliminate traditional intermediaries, such as transfer agents.
