North Korea terrorism creditors move to seize Arbitrum-frozen Kelp DAO ETH ahead of DeFi United vote
Lawyers for victims of three North Korean terrorism judgments served Arbitrum DAO on April 30 with a restraining notice barring the DAO from transferring 30,766 ETH (~$71 million) frozen after the April 18 Kelp DAO exploit, after a New York federal court authorized substituted service. The plaintiffs are not Kelp DAO hack victims but families holding three unsatisfied terrorism judgments against North Korea. The filings prohibit Arbitrum from transferring the ETH while the creditors litigate their claim that the funds belong to the DPRK because LayerZero attributed the underlying hack to its Lazarus Group.
